Our persistent storage for CI is closed to be out of space even with cleanup service (only keep 3 days records) due to growing test requirements.
Update pre-merge CI to only keep workspaces of failed job for debugging, if success then just cleanup content in stage workspaces (this has already been applied to multiple internal pipelines)
